EBillMe (www.ebillme.com) already do this, and you don't even need the
card reader. You just use the bill payment functionality in your existing
online banking. The problem is they are relatively new and vendors need to
support them.. but its slowly catching on and they list quite a few major
companies on their website.
They're an Ottawa based company too..
