   For Ubuntu 8.10:
1) select System -> Preferences -> Network Configuration.
2) From the new application, select the interface, and Edit.
3) From the edit popup, select the IPv4 Preferences tab, and the DCP  
Client Id is at the bottom of the window.

   I believe that 9.04 is the same.

    ... Glenn

PS. The downside of editing the dhclient.conf file is that  
applications like Network Manager overwrite it all of the time,  
leading to confusion.
