LOcal COmmunity teams. Ubuntu encourages users to set up local teams:

There are some good docs on how it is all supposed to work here:

Since there is already a Canada team, in theory stuff in Ottawa/Ontario
could be done as part of that team, but there is also the option of going
the way of the US which has teams for each state.
