Perhaps I'm being too simplistic, but it seems to me that the likely problem is 
that your modem and your router are both trying to "log in" using the PPP. As 
far as I know, the "normal" thing is for the router to be responsible for 
initiating the PPP connection. If you're saying that you can connect using only 
the modem, then that's wrong, unless you're using some software PPP connection 
on the computer.

The normal thing would be to connect a computer to the modem, go to its setup 
page, and set whatever VPI/VCI settings you need, and set it in "bridge mode". 
This does NOT get you on the Internet :-)

Then you put your router in the chain - note that at this point, you cannot 
"see" the modem any more - the router sees you addressing a 192.168.x.x address, 
and does not put it to the WAN side. Now you set up the router to make your PPP 
connection. When all is well, it should tell you that it's connected, and any 
device on your LAN can connect simply using DHCP. When I recently played with a 
USB flash install of puppy linux, there was an Internet setup wizard which 
offered to try to make a connection using "eth0" - which it duly succeeded in 
doing...
