[oclug] Philosophically related question

I know I'm going to be roasted for this, but I have a windoze question. 
Why am I so foolish as to ask Linux people? Because you are exactly the 
kind of people who would understand my question.

I'm looking for a free, preferably FOSS language which can create 
stand-alone GUI programs for the great unwashed to use. It's the 
standalone part that's hard; all the systems that I know (tcl/tk/wish, 
perl etc.) require the installation of an environment or interpreter, 
something that I can't ask my granny to do, or post in a forum as a 
solution to something.

Freebasic <http://en.wikipedia.org/wiki/Freebasic> is almost perfect, 
and will do if necessary, but I think I'd have to hold my nose before 
learning something with "basic" in its name. I was hoping for something, 
umm..... a little more "C" like... :-)
