That is strictly HR speak.  It is long form for <meet regularly and on demand with the client and sound intelligent and convince them that "our" group has some sort of Clue, while explaining to your coworkers what the client actually wants to happen.>

While you will find the art of HR speak used in part of some Government offices, it is more often found in the private sector, which is the origin of the example at hand.
