Obviously, 'someone' is happy with what they have now.
There is no point in pestering them.
You only annoy them.
I suspect that you demanded they justify their inertia.
Caring not to waste any time with you,
they returned a specious vague reason which you cannot refute.
If you persist in pestering them,
then one day when they see SOMETHING THEY GOTTA HAVE
they may have difficulty backing down from the confrontation with you.

Lots of people believe in freedom of choice, especially the freedom of
others to choose to do what they are told.
