It is not meant as inflammatory, and is simple logic.  On that bases, I
don't give one whit as to whether or not people are inflamed by it.

Anyhow, in the context of all media reports, White House press releases
and media conferences, we are *indeed contextually* told that everyone
Saddam killed is innocent.
