That would be chai or milk tea. It is known by that name, or some  
sound close to that, through out the Indian subcontinent and the  
Middle East as well as Russia. Phonetically, chai is close to the  
Chinese word for tea (茶 chá). How chai is prepared may vary  
geographically. In the Indian sub-continent, it is served as you  
described and available in far corners of northern Pakistan including  
up to the Chinese border along the road in the tea stalls. Usually  
safe to drink because it is boiled but watch for those cups. It is  
the drink you will be offered if you enter a carpet shop. :-)
