There's a company that some folks I know are using called Spry
(www.spry.com) It's out on the US west coast, actually located in
Washington State, close to Seattle. They offer what you're looking for
for about 10 bucks/month US. If you don't need the shell access, the
price can be as low as 2 bucks/month.
All of the Canadian suppliers I checked into recently (a non-exaustive
list) were over 30 dollars/month, but I've been heaing some good things
about Canada WebHost (www.canadawebhosting.com) that apparently has ~20
dollar plans.
