mplayer/mencoder can do it, though for .wmv, probably only on x86 and
using the w32codecs package (ie, using x86-only dlls).

Ogg Vorbis is audio only, but Ogg Theora (basically a rebadged VP3) is
actually quite decent for video and mplayer/mencoder can use this
format right now. In lieu of that, one could use Xvid or pretty much
any video codec combined with Ogg Vorbis audio.
