I'm pretty sure mplayer/mencoder can do it, though it may involve an
interim step, like dumping audio only (via -ao pcm) and then
compressing it using oggenc.
You do know that you'll only get the audio, right? Ogg Vorbis is,
AFAIK, audio only.
