At under $100/month for co-lo, you are limited but there are options.  Try
iStop for example. I believe their price is in the $80-85 range.  No
frills at that price.  They provide space on a rack (which looks
suspiciously like surplus industrial shelving), UPS, bandwidth and B class
security.  You provide everything else.

At the other end of the scale is Magma, which used to be independant and
is now part of Primus(??) or something.  Secure monitored class A
facility, multi-homed high speed bandwidth, full service, $450-$500 last I
looked.

Just about everyone else locally is in between these two.
