[oclug] Dedicated hosting/co-lo.

Hello everyone.  I'm looking to move to the Ottawa region soon and
need to either line up hosting for my server, or an ISP that will
allow me to run it myself.  Currently, I'm going the ISP route. 
4M/800K DSL is adequate for now, but I hope to start getting more
traffic.  Trouble is, I need dedicated hosting, as I run several web
servers, lots of email to different hosts, secure IRC, secure IMAP and
several other services.  I wish to run Gentoo and manage it myself on
dedicated hardware.  Thus far, my best option is prioritycolo.com, but
they have a strict no IRC rule, which I don't want to leave out.  Does
anyone know of another host I can contact?  Something in the
<$100/month range is preferable, since I'll have to pay for an ISP
too.

Failing that, what ISPs offer full services?  Something fast and
reliable obviously.
