Yes, NetBIOS was developed by Sytek and IBM in the early 84/85ish period.
Microsoft came into the game a little later, but Windows 3.11 did end up
built around it.  Also, IBM didn't actually "see the need" for networking
on the IBM PC, there were many other players around first.  It was an
answer to other plays by players such as 3Com (i.e. 3Server), DEC, Novell,
and the like.
