Hi,
I've observed on Windoz systems, that prior to the link being set up the
adapter has an IP address.  I'm assuming that it uses this to begin the
session before a PPPoE IP address is assigned. Or  maybe, Windows just
ignores this address.   I forget the exact command in Windoz, but you will
see that two IP addresses are present during a PPPoE session.  Maybe Windoz
has implemented PPPoE differently.

PPPoE only has a single IP address, that of the PPP connection itself.
PPPoE is negotiated using MAC addresses, not IP addresses, and
therefore doesn't actually require an Ethernet address.  You need only
bring the Ethernet interface up, not give it an IP.
