Like I said before, I don't think the citizenship mandate is something
to worry about.  It was suggested by one person alone, and I've not seen
any support for it.  There was one mention of 'permanent residency' --
and even that one received opposition.

I cannot speak for Francis, so I do not know his motivation in proposing
the citizenship rule.  It *may* (stress that) have been an ironic
proposal to poke fun at the board's own proposals, or to provoke
discussion.

As far as I can tell, to pass, it would have to be approved first by a
majority of the board, and then by a majority of the members.  I
personally doubt either would happen.

But by all means, if this actually comes up for a vote, I advocate
against it.  It may not be racist per se, but I believe it is
discriminatory against people who could potentially provide fantastic
leadership to OCLUG despite their temporary stay.
