[oclug] Video Output to TV

What's the best way to output a computer to a conventional CRT? Would
using a TV tuner's output capabilities be better than say an nVidia's
S-Video out?

Looking for personal reviews or whatever. I figure most TV's are good
with 640x480 or something to that degree. Is it all card dependant
though so it's impossible to really say without trying them all?

Like I'm basically wondering how to get the best quality output to a TV.
I've tried tweaking with special software and everything on a Windows
system, yet it doesn't look good. Using the same card on Linux, it looks
a million times better. Could be because you have more control over what
the card is doing. I'm not sure.
