colspan and rowspan elements.  The column on the left hand side of the
screen - the menu column - is being stretched vertically due to the
content in the right hand side of the screen. (Remove the right hand
content to see what I mean... the menu elements collapse, and begin to
look proper, but there is no place to put the right hand side content.

If you want to embed this layout in a table, you should use a separate
table for each form section.

My other suggestion would be to use a CSS stylesheet to accomplish the
layout, or a combination of CSS and embedded tables.  It would work very
well to do this, especially for your right side content blocks.
