Can the GPL be applied to other generated content, e.g. images?

For example, say I have a graph of useful data.  It's essentially a
datafile that happens to be compiled into Postscript, PNG, etc. via
'graphviz'.  If someone takes the datafile and modifies it to
produce new "binaries", it would be nice to require them to share
the source, too.

Can the GPL apply in general to binary pictures?  Can it apply when
the software used is non-GPL-compatible?  If not, can the LGPL be used
there?  GFDL?
