If you don't need to do it programmatically, you can use dhcp3-client
(Debian), a.k.a. dhclient3, and use the 'reject' keyword in the
config. Easier than a script if you don't need to make decisions.

I use this to reject the annoying DHCP lease my modem tries to give
me if it can't contact the Rogers network, and keep trying for a
real lease.
