The ability to create dedicated issue lists that are temporary and based on

we do a meeting on asterisks, then we can open a lists 
asterisk at lists.oclug.on.ca and keep it open till traffic is exhausted on the 
subject. Once max capacity is reached archive the list and make it available 
under a subject heading on the website inclusive of speaker notes and user 
generated HowTo's or whatever. 

-list registration is based on list subscription not OCLUG membership.

OCLUG membership is based on OCLUG registration, a seperate process. 

This solution does not address nor speak to issues raised by Bill S. however 
may be one element of dealing with the same as the remainder of the issue are 
essential human value issue, not technical ones, that we need to sort out 
individually and respond to accordingly.
