You should check out the Ottawa Talent Initiative.

They are trying to provide help to techies looking for
work in Ottawa.  The organization is still getting off
the ground, but they are providing opportunities for
volunteering and gaining experience though many task
forces from Entrepreneurship to teams which are working
on Contract bidding including MERX.  Check out some
of the descriptions in the Task Forces section under
opportunities.  (there are now more teams than listed
there)
