I have dropped Rogers for IStop a while ago, and I am happy I did. 
IStop is local to Ottawa, located across the Queensway from IKEA.

One of the main reasons why I chose them was that they do not object to running ones own servers. 
As for Linux friendliness, they charge a "headache fee" for co-locating Windows servers. :) 
They also have instructions on their website on how to connect using pppoe under Linux.
