I would recommend starting by reading the relevant files in Linux kernel
source tree, under the Documentation/ directory (sched-design, and
perhaps sched-domains and sched-coding). Also, a quick Google search
will probably help you out even more - I tried entering "linux schedular
'O(1)'" and received many useful results.

E-mailing Linus Torvalds or Ingo Molnar asking them to explain the
scheduler to you will, in the best case, result in no reply. The
information is out there and freely available - you'll have to do the
research yourself.
