Although I agree with you that the DHCP server was behaving badly I highly
recommend a holdoff period when attemtping to re-establish PPP or PPPoE
connections anyway.  A whole lot of problems can just be side stepped if
even a short holdoff period is used.  I've used holdoff for as long as it
has been an option (before that I used scripts with sleep periods).  It
has saved me from major hassles several times and severly reduced a
monetary cost at least once[1].

[1] Australia has flat rate local calls (but cheaper cell phone rates :)
I used to have a permanent modem link in which the remote auth server
started rejected my connection attempts.  The 5 minute holdoff period I
had configured saved me alot of $$$ since it took me about 36 hours to
notice (it was the weekend and I was partying :)  One call per 5 minutes
is a lot less than one call every few seconds.
