We just use Roaring Penguin PPPoE, same as most Linux boxes these days.
I use it with Storm with no difficulties. The only time I've had
problems were the ISP, or the DSL modem getting out of sync and needing
a power cycle.
Perhaps I-Stop's setup is a little non-standard? Not sure. Your trace
says it's timing out waiting for config requests.
Any PPPoE experts in the house?
