This is correct. Debian recreates /etc/modules.conf based on the files in
/etc/modutils/* . As /etc/modutils/aliases is part of debian package a 
different file should be used. I would suggest "quickcam.local" or simply 
"local". The format is the same as /etc/modules.conf. After editing the file 
run update-modules.
