My guess: someone had enough, and now other who feel the same way are 
speaking up.

FWIW, as the speaker, you don't always notice other chattering away.  
But people seated near the talkers do notice it.  But if I did notice 
it, I'd stop talking and stare at the talkers until they stopped.  if 
they did it again, I'd ask them to stop or leave.

And yes, you can't mandate civil behaviour, but there's no reason to 
accept less than that.
