Well since the superuser is not really root but user id 0 you could create a
user and change the uid and gid to 0, or simply rename user root to
something else!?!?!
Maybe you should just look at sudo. A lot less dangerous!
To copy files from his home to /usr/local?
Create a group called let say "PowerUsers".
Make that user a member of the new "PowerUsers" group.
Create a new directory /usr/local/newDir.
Change the group ownership of /usr/local/newDir to "PowerUsers".
Change the rights of /usr/local/newDir to g+rwx
that should do it. He can now copy/install his software under
/usr/local/newDir.
