It's RFC 2015 and RFC 3156. Many OCLUG members GPG sign their
messages. If you're having trouble viewing the messages properly, you're
probably using Outlook Express.

I myself am unfamiliar with Outlook, but it might be possible to
configure it to behave properly when dealing with PGP/MIME. If ever you
choose to move to another mail client and use PGP/GPG, you may find many
eager people here that would help you out (myself included).

As for the "waste of bandwidth", it's very, very trivial. And,
considering that OCLUG has held GPG key signings annually for the past 2
years and that GPG is a popular free software tool, it seems reasonable
to allow PGP/MIME attachments on this list.
