Because they crushed and destroyed Java by implementing their own version
of it, breaking a deal with Sun. Then, once it was squashed into
uselessness, they removed it from Windows.
The judgement was there to take this into account, and to try to give Sun
some market back.. market that M$ illegally destroyed.
