[oclug] gnupg version compatibility

Check bug reports and updates.  1.2.1 has had at least 2 issues that I
recall.  One of them (key validity bug in GnuPG 1.2.1) appears to have a
similar description to what you're describing.  The fix is to upgrade to
1.2.2
