The problem with this count is that Linux bugs include bugs
in the Linux kernel as well as bugs in nearly any program that
runs under Linux. Windows bugs on the other hand are only bugs
in the Windows "kernel" and programs distributed with Windows
(i.e. in the core Windows).  

But bug counts like this are really meaningless anyways (even
if done fairly). One must correlate the severity of the bug,
with the ease of exploiting it and the prevelence of the 
program.
