It does. Has since version 5 (Circa '97). Most windows based pgms have
since the mid 90's. Its now almost indistinguishable from Photoshop in
features, its more an issue of quality of final result, as mentioned
already. 

However, I also think GIMP is a terrible program. The designers have
built a wonderful engine with a horrible interface. Its UI is God awful
and counter intuitive with nested menus everywhere, and five separate
windows and five buttons jamming my task bar. Its ugly. Personally I
hate it. I keep playing with wine in the hopes I'll be able to get PSP
working.
