[oclug]Couldn't open /proc/mounts/ No such file or directory

Hi everybody,

I run into the following problem on boot.

Once the time comes for the file system check I get the following:
 Couldn't open /proc/mounts/ No such file or directory
followed by a complaint that /proc/partitions doesn't exist.

After that it dumps me into a shell to repair the sytem.
Running fsck /dev/hda2 is not much help: it brings up the same message
about /proc/mounts/ (Sure enough, /proc/ shows as being empty on ls).
For some reason, bash cannot find umount command. (I was trying to umount
/dev/hda2 to run fsck -a on it).

I'm not sure what to do next. Some help would be appreciated.

About the system. It's a dual-boot RedHat 7.3/Windows2000 no-name laptop
(btw, Windows loads just fine).
