Although Outlook can be forced under MANY circumstances to send plain text,
it defaults to the sender's format choice on forwarding or replying to a
message.  If the original message was sent in HTML, your reply will be
defaulted to the same format, regardless of your preferences setting.  You
can manually go and and change the reply format to plain text, but this
requires manual intervention on EVERY response/forward.

Given user's preferences for eye candy over substance, most average users
will automatically choose HTML or RTF format mail for their default (and
almost ALL of them do in my experience).

Basically, Russell is dead on with his comments, and Outlook does cause no
end of grief when installed in sites that may require external
communications via mailing list or participation with external users using
SPAM filtering.
