Any time that I've neeed to do rotate and/or print multiple pages per
sheet, I end up converting the PDFs to Postscript, and then using
various utilities to do this.  Mainly you need:

pdftops - Convert PDF documents to Postscript
mpage - Format and/or print postscript docs (multiple pages, etc..etc..)

See their man pages for details.

For viewing, I normally use acroread (the official Adobe one) or xpdf.
