[oclug]Terminal Keys again

I'd mentioned a problem I was having with terminal keys a while ago, and
while it seems fixed on Debian 3.0r0 at work, my 3.0r0 (upgraded over the
years from v2.1) still appears broken. (Running Gnome, but the problem
manifests itself in xterm, gnome terminal and eterm). When I'm at a
command line, and hit Home/End, all I get is a beep. If I'm in vim, Home
gives me a capital H on a new line. End gives me a capital F on a new
line.
How can I fix this? I looked at the stty man page, but didn't notice
anything related to home/end keys. Not knowing what the problem actually
is (I'm sure the keys not working is merely a symptom), I'm not sure what
to look for next.
