Burns, and others involved - This sounds like a really interesting project.  
I would like to encourage you to pursue it.  It's often very worthwhile in a 
lot of ways, both professionally, and personally.

CIDA has some funding for this sort of project, through the World Bank.  I'm 
not sure who you'd talk to at the moment, it's been a few years since I was 
involved in projects in that region (well, Egypt and Nigeria) in the 
mid-90's)  The thing is, if you want to get involved with a project like 
this, there are sources of funding.  They do not have to be approached on a 
non-profit basis, unless you want to approach it that way.  They also 
provided funding for a 6 week trip to the region so that a few of us could 
meet our counterparts and attend ceremonies.  (I wasn't able to go on this 
trip actually, I'd been quite sick just prior to that, and couldn't take the 
innoculations they required.)

Interesting side note:  Out of involvement in this I did meet the man who is 
now responsible for the Kenyan Rural Internet development project, and a 
similar project in Sri Lanka.  In fact, his son now works with me here in 
Ottawa.  They are erecting a wireless backbone for remote villages and 
schools so they can access the Internet.  I bet this is a related project.
