ISTOP (co-location) reliability? (was [oclug] Rogers sucks)

That's pretty sad service!

I am in need of co-location service for some web sites, and was considering
ISTOP's super sweet $40/month deal. However if they can't attain a (low!)
99% uptime then I suppose I will have to look elsewhere. Since they
didn't blame the local loop end (i.e. Bell), ISTOP must have been where
the  problem occurred, and therefore presumably their co-location service would
be just as bad.

Anyone have any experience with ISTOP's co-location service?
