Yup, great idea. There are some closed services that provide this i.e..
pay per use services, but nothing that is available based on free as in
beer subscription model. Could be done rather easily. If this should
come to fruition I would be very interested in participating. 

There used to be a speakup.ca site run by a friend that was politically
orientated (basically php on mysql with integrated voice messaging) but
that no longer exists. Zope is ideal for such a project as it talks to
just about anything...:) see http://activestate.com/Products/ASPN_Open/
Free registration required for a example. There are however many tools
that could be used. Currently I use xmlrpc, xml, and RSS/RDF in one of
my zope sites, but there are many many tools that can meet the
requirement once a design spec is floated.
