Not sure of the tools involved, but keep in mind that you are definitely
looking at a reduction in quality here.  Most people convert dvd -> 2
video cds, which as you said above is mpeg.  These can be played on most
DVD players (many have that ability and mp3 playing ability, but then
again, many don't!).

Video CDs are very close to VHS quality, both in sound and video
replication.
