I have a friend in Ottawa (closer to downtown) who is experiencing the
same problem.  He called rogers, and they acknowledged the issue, and have
refunded him for this month with I believe a promise of half-off for every
future month that the problem persists.  His problem was actually a lot
worse when he called it in, he was getting closer to 50% timeouts.  At
this point in time he's down to about 20%, so I suspect that the problem
has still yet to be fully fixed.  Give rogers a call about it.

I believe the LanCity modems are the best ones technically despite the
fact that they're a little older (they can do 10mbit/sec up and down
wheras the Teryon ones can only do something like 3 up 6 down IIRC).  I've
had both types over the years and from a service standpoint there really
is little difference since you don't hit those speeds anyway.  One of the
rogers techs once told me that from their end it was easier to do certain
diagnostics on the Teryon modems, but if you have a clear signal from them
it shouldn't make a difference which modem you have.

To recap, I believe it is a problem with rogers and you or your client
should give them a ring to see what's up.
