The GIMP is not really a drawing tool.  But this can be done fairly
easily by selecting a circle, and then <right-click> -> Edit -> Stroke. 
You'll want to choose an approriate pen or brush for this, too.  That's
if you want a circle.  For a disc, just fill the selection -- that's the
paint bucket.

Alternatively, from within the GIMP, you could use Gfig, GIMP's vector
drawing tool. <right-click> -> Filters -> Render -> Gfig.
