At work, I too have XP and Office 97 installed (I needed something that
worked since OOo wasn't cutting the mustard for me).  I don't see this
issue you describe.  Further, I usually do the Alt-130 thing for the
french accented 'e' 'cause its faster than hunting through the special
character tables, but those characters were there last time I checked.
Of course, it may have been the Windows character map I consulted... I
forget now.
