It doesn't hurt to use both a user to user encryption method like PGP/GPG
as well as a server to server method like TLS.  As they work at different
layers they play well together.  I worked on a setup like this[1] for a
State Govt in Australia.  Works well.

[1] The TLS was mine.  Used Sendmail Switch for some sites & Free Sendmail
for others depending on what different departments could afford.  We found
the TLS played well with Exchange as well (as it should :)
