Alas, it is not a procmail recipe.  It's a MIMEDefang recipe, and to
use MIMEDefang, you have to run Sendmail yourself.  (You can still
use it by running fetchmail and Sendmail.)

There probably is a way to do something similar with procmail, but I
don't know how offhand.
