Not necessarily the case Jon, as every new residential home constructed since 
the late-70's early eighties has some form of residential system. At minimum 
each house is outfitted with solar water heating/cooling system that would 
falls into your classification range. These are standard off the shelf 
commodities available at any native building supplier. I don't have time to 
research this, but I know the stuff is available as I installed several units 
on our low-tech home grown construction job referenced in another post 
earlier today. If I stumble across something I'll let you know. 

In summary the stuff your are interested in is pervasive in the region under 
discussion due to appropriate climatic conditions. I mean people wear 
sweaters in 65F, call it winter and wont swim in the med ocean when its under 
70F...:)
