You might try memtest86: www.memtest86.com
While it can prove ram is good, it can detect a lot
of bad ram.

As for CPU/Motherboards, I've been buying mostly from
oemexpress.com. Their prices are good, service not great,
but they've exchanged anything I've had a problem with.
(I usually deal directly with the manufacturer for an
 items that die afterwards).
